Cover originally was produced to commemorate the opening of the Delivery Office with a Northern Ireland Regional Pictorial 1st Class stamp.

However - one enterprising dealer realised that the 'hats' issue was on the same date, and managed to get a small handful of covers doubled with the 'Hats' stamps.
